  • Circular economy, aquaculture, biofuels, tourism, construction and logistics are just some of the sectors included in the applications for participation submitted to maintain economic and industrial development in Carboneras once the Litoral Thermal Power Plant has been closed.
  • During the month of April, these expressions of interest will be analysed and those most attractive from the social, sustainability and employment creation point of view will move on to a second phase for legally binding offers.

Endesa received 21 expressions of interest for the international competition of its Futur-e de Litoral Plan that was launched in December 2020 to find projects that will enable economic and industrial development on the 297,000 m2 of land occupied by the Litoral de Carboneras Thermal Power Plant and its port terminal, once it has been definitively closed.

With this broad support received from international and national companies, public entities and individuals, the applications submitted will be analysed from a social, job creation and sustainability point of view to select those that can move on to the second phase of the competition and submit legally binding offers.

From the sectors chosen from amongst the applications for participation special mention should be made of the initiatives relating to the circular economy, with 5 proposals, and aquaculture, with 3. The rest of the initiatives include areas such as biofuels, tourism, logistics and construction.

The proposals chosen in this first selection will move on to the second phase of the competition in which they should include an economic-financial business plan, a schedule and a sustainability assessment covering social, occupational and environmental impact. To make this analysis Endesa will collaborate with the University of Almería with whom an agreement was signed in September 2020 for a team to make a technical and economic study of the process. The deadline for submitting these projects will be before 8 October.

Finally, an assessment committee consisting of the University of Almería, the Municipality of Carboneras, the Andalusian Regional Government, the Ministry of Ecological Transition and Demographic Challenge and Endesa will analyse the suitability of the offers presented, assessing their adaptation to the needs of the area, their business feasibility and their ability to create employment.

Futur-e Litoral Plan

In 2020 Endesa launched the Futur-e Plan for these installations and it aims to contribute to mitigating the impact that these closures may have on the local population through 4 axes: A proactive search for employment; promoting economic activity in the area; training in skills for the local population and sustainability initiatives within the municipality.

To achieve this, Endesa not only organised an international bid to search for industrial projects, the company will also install some 1,200 megawatts of renewable power, mainly photovoltaic, which will replace the 1,159 megawatts of power produced by the Litoral thermal power plant so as to replace the capacity generated by this thermal power plant with clean and renewable technologies. This will involve investing hundreds of millions of euros, new employment opportunities and training in renewable energies to improve the employability of the local population.

Endesa is in constant contact with the main players involved in the Futur-e Litoral Plan, as well as with local, regional and national administrations, to coordinate the whole process in order to create shared value with all those involved and to achieve a fair transition towards new business models.
