- The public body and the energy company mutually agree to terminate the concession in full.
- The Port Authority of Almería will make use of this maritime-land area and open new opportunities for cargo traffic.
The Port Authority of Almería (APA) and Endesa have signed the early, mutually agreed full termination of the energy company’s concession at the Port of Carboneras, following the cessation of activity and dismantling of the Litoral Thermal Power Plant to drive the transition towards a zero-emission energy model. With this agreement, both entities anticipate the reversion of the facilities scheduled for 2038, placing their management under the APA, which will recover this maritime-land area, opening new future possibilities for cargo traffic at this port.
Specifically, the APA will recover Ribera II Wharf, with 145.6 meters of berth line and a draft of 9.35 meters; nearly 28,000 square meters of land area and more than 248,000 square meters of water surface, in addition to facilities in this area such as a breakwater and a 241-meter-long wharf with a 17-meter draft.
This space, built in 1985 following an investment of around 123 million euros by the energy company for the unloading of coal for the Litoral Thermal Power Plant, no longer fulfills its original purpose after Endesa’s commitment to fully decarbonize its generation fleet before 2040. Over the years, the facility has handled a total of around 80 million tonnes of imported solid bulk coal, mainly destined for consumption at the Litoral Thermal Power Plant.
Meanwhile, the public wharf at the Port of Carboneras, Ribera I, is experiencing congestion that results in delays in the loading and unloading of goods and a lack of available berthing line. This situation hampers the local business sector operating at this port, including companies such as Cosentino, Knauf, Grupo Torralba, Saint Gobain and Holcim, which have been calling for larger port facilities to improve maritime traffic flow and increase their imports and exports through the port of Carboneras.
From the beginning of the discussions, both organizations showed full willingness to reach an agreement that prioritizes the public interest.
From now on, new development opportunities open up for the Port of Carboneras, especially linked to the mining sector—specifically gypsum—as the province of Almería is Europe’s leader in its production.
