Confía is a pioneering online management system created by Endesa that facilitates communication between town councils, regional governments and electricity retailers. Its aim is to provide a faster, more coordinated response to applicants for the social bonus.
Through this tool, the management of payments and deferrals is optimised, along with other support measures linked to the electricity supply. This contributes to ensuring continuity of service in households at risk of social exclusion.
Confía, developed in collaboration with the Málaga City Council, is already up and running and is being successfully used by several public administrations and NGOs.
Thanks to the agreements signed with the Regional Government of Extremadura (14 municipalities, including Badajoz), the city councils of Málaga, Granada and Jerez in Andalusia, alongside the municipalities of Gáldar, La Laguna and San Bartolomé de Tirajana in the Canary Islands —as well as the Red Cross in Andalusia— the project can benefit more than 330,000 people at risk of social exclusion.
Confía was created to streamline the management of social measures related to energy poverty. Its goal is to help prevent supply disconnections due to non-payment for severely vulnerable customers at risk of social exclusion.
Before its implementation, the information exchange process could lead to delays in data flow, sometimes resulting in slower mediation and the adoption of improvement measures. The implementation of the Confía project speeds up this process, providing faster and more effective support to those who need it most.

Confía uses web technology and APIs (application programming interfaces) to ensure direct and secure communication among all the stakeholders involved.
This technology enables public administrations to interact efficiently, ensuring transparency and traceability of all transactions carried out.
Thus, the tool strengthens coordination between public administrations and players in the electricity sector. This way, the system enables a more agile and effective management of the social bonus to meet the needs of customers in vulnerable situations.
