  • With the involvement of Carboneras town hall, the Andalusian Regional Government, the Ministry of Ecological Transition and Demographic Challenge, the University of Almería, the Almería Port Authority and Endesa, this body will analyse the suitability of the 14 bids submitted, assessing their adaptation to the needs of the area, their business feasibility, sustainability and their ability to create employment.
  • The Futur-e Litoral Plan is an Endesa project that seeks to help to mitigate the impact that the closure of this plant may have on the local population through 4 axes: A proactive search for employment; promoting economic activity in the area; training in skills for the local population and sustainability initiatives within the municipality.
  • As part of the Futur-e Plan, Endesa launched this international tender at the end of 2020 to promote a project for the economic reactivation of the area under social and environmental sustainability criteria, following the closure of the plant, is already in the last phase of execution.

The international tender for Endesa's Futur-e Litoral project to search for projects that facilitate the economic development of the land on which the plant is located and its port terminal, once it is closed and dismantled, has reached the completion phase with the constitution of the assessment table responsible for analysing the feasibility of the 14 proposals submitted.

To this end, a meeting has been held at the Litoral thermal power plant, attended by José Luis Amérigo, the mayor of Carboneras, María Isabel Sánchez, the delegate of the Andalusian regional government in Almería, Laura Martín, director of the Institute for the Fair Transition at the Ministry of Ecological Transition and the Demographic Challenge, Manuel Larrasa, the managing director for Energy at the Andalusian regional government, Cristóbal Sánchez, Secretary General of Industry and Mines at the Andalusian regional government, Jesús Caicedo, President of the Almería Port Authority, Antonio Bollo head of planning of the Almería Port Authority, Antonio Giménez, head of the Office for the Transfer of Research Results (OTRI) at the University of Almería, José Antonio Plaza, director of the Secretariat for Strategic Planning at the University of Almería, Rafael Sánchez Durán, managing director of Endesa in Andalusia, Extremadura, Ceuta and Melilla, Juan Álvarez, head of Generation business development at Endesa and Juan Luis Redondo, director of the Litoral thermal power plant in Almería.

This body will be responsible for studying the 14 projects submitted by 10 different promoters as part of the international tender for the Futur-e Plan, which addresses topics related to the circular economy, aquaculture, biofuels, tourism and logistics. To analyse the suitability of the offers submitted, the group of experts will pay special attention to the assessment of their suitability for the requirements of the area, their business feasibility, their capacity for generating employment and sustainability within the municipality.

This part of the process will culminate in the selection of valid projects that will move on to the negotiation and signing phase of the agreements with the developers.

After the meeting, the attendees took the opportunity to visit the Litoral thermal power plant and learn first-hand about its potential future use.

This initiative is unique in Andalusia and responds to the Company's commitment to undertake fair energy transition that entails the replacement of Litoral's generation capacity with clean and renewable technologies, as well as the generation of wealth and employment in Carboneras.

Futur-e Litoral Plan

In 2020 Endesa launched the Futur-e Plan for these installations and it aims to contribute to mitigating the impact that these closures may have on the local population through 4 axes: A proactive search for employment; promoting economic activity in the area; training in skills for the local population and sustainability initiatives within the municipality.

To achieve this, Endesa not only organised an international bid to search for industrial projects, Endesa will also install some 1,200 megawatts of renewable power, mainly photovoltaic, which will replace the 1,159 megawatts of power produced by the Litoral thermal power plant so as to replace the capacity generated by this thermal power plant with clean and renewable technologies. This will involve investing hundreds of millions of euros, new employment opportunities and training in renewable energies to improve the employability of the local population.

Endesa is in constant contact with the main players involved in the Futur-e Litoral Plan, as well as with local, regional and national administrations, to coordinate the whole process in order to create shared value with all those involved and to achieve a fair transition towards new business models.
