The project tender
We seek to attract economic activity and employment to the area through the international call for projects, making the site and the existing assets at the plant available to interested parties.
Thanks to this initiative, in the case of the Compostilla plant in the province of León, five project proposals have been selected that are compatible with the territory and have already obtained support from the evaluation committee set up for this site.
The tender process consists of different phases:
First phase - Request for non-binding proposals
All interested parties must submit their expression of interest using the form available in the Documentation section, proposing the implementation of a project. This may refer to the entire site or part of it.
Interested parties can consult all the information available on this website to prepare the project summary.
The expression of interest can be delivered until February 26, 2021 at 2:00 p.m. (CET) by sending it to email address: firstname.lastname@example.org. The expression of interest and any annexes must be signed.
Sending the expression of interest to the specified email address will be considered as full acceptance of all the conditions included in the document procedure for requesting expressions of interest included in the Documentation section.
Second phase - Binding proposals
The projects short-listed after this first phase will receive an invitation letter to continue to the second phase, in which they must submit a binding proposal for the full project, covering the social, occupational and environmental impact, divided into three envelopes (1 Project Proposal ; 2. Commitment Contract and 3. Financial proposal).
The pre-selection process will take place without interruption once the Expression of Interest has been submitted. The second phase of the process includes the 'due diligence', the inspection of the site and the offer on the transaction proposed by the interested party according to their project.
Finally, an evaluation board comprising different public administrations, the University of Almería, and Endesa, will analyse the social and sustainability suitability of the proposals submitted (that pass the second phase). This objective of this body will be to assess the adequacy of the projects with regard to the needs of the area, their business viability and their ability to generate employment.
The process will culminate in the selection of valid projects and the signing of agreements with the developers.
Access to public financing
Re-industrialisation projects in municipalities affected by the closure of thermal power plants benefit from aid and incentives in addition to those usually available at local, regional and European levels.
There are different aids and plans currently offered by state and regional administrations through various Ministries and Councils, as well as European plans.
