Futur-e in Litoral

The Futur-e plan for the Litoral thermal power plant (Carboneras, Almería) includes the development of renewable projects and the announcement of an international competition to find new industrial projects to boost economic reactivation and employment in the area.

The Futur-e Plan for Litoral 

At Endesa, we are firmly committed to mitigating the consequences of the energy transition, with the aim of achieving a socially and environmentally sustainable decarbonised economy.  This is a process that includes the progressive closure of thermal power plants and a commitment to renewable energy, as well as the search for projects that guarantee a future for the surrounding area.

In this process, we have a special commitment to the surrounding area of power plants that are closing down. To mitigate the consequences of this paradigm shift in the economic, environmental and social spheres, we have developed Futur-e plans tailored to the needs of the local communities.

Our Futur-e Plan at Litoral involves developing around 1,500 megawatts of renewable power in the province of Almería, mainly photovoltaic, to replace the 1,159 megawatts of power at the Litoral thermal power plant. This includes launching an international invitation to tender to find industrial projects that represent a proposal for economic and labour reactivation in Carboneras. In connection with the development of photovoltaic projects, we will provide training in renewable energies to improve the employability of the inhabitants.

The Litoral thermal power plant

The power plant became operational in 1984, at the same time as a port intended for unloading coal (capable of receiving vessels of 160,000 DWT). Its current power is 1,158.9 MW, and all this time it has been one of the most dynamic activities in the area.

In December 2019 we applied for the closure of the Litoral coal-fired thermal power plant in Carboneras, Almería. When the plant is closed, the site it occupies will be able to house new growth projects that will create jobs in the local area.

 

Key data

The Litoral thermal power plant is located in the municipality of Carboneras, 67 km from Almería. The land made available for new projects covers an area of 297,000 m2, with access to water and electricity.

The site is very well connected through national road 341 and the A-7 motorway, which connects with Almería and the rest of the main cities in Andalusia, as well as the Mediterranean corridor. Almería International Airport is 59 km away.

In front of the power plant is the port terminal for which Endesa has a concession until 2037, which would allow for logistical integration of the future activities that can be carried out at the site of the plant.

The local area

The municipality of Carboneras is located in the province of Almería, very close to the Cabo de Gata Natural Park, the first protected maritime-land area in Andalusia. It is an environment that attracts many tourists and has good transport infrastructure, within the context of a competitive and attractive region in which to invest and develop business.

In Almería agriculture and tourism stand out as the main economic activities. The economy of the province is based on a highly technical and profitable agricultural model. In addition, the area has important natural resources, such as white marble quarries.

There are companies spanning various sectors in the area of influence of the thermal power plant, such as a cement plant, a desalination plant, a fish farm, a microalgae plant and a biodiesel production plant. Additionally, the area is very close to the Medgaz gas pipeline from Algeria, so there is a possibility of connecting to it. 

The project tender

We seek to attract economic activity and employment to the area through the international call for projects, making the site and the existing assets at the plant available to interested parties.

Thanks to this initiative, in the case of the Compostilla plant in the province of León, five project proposals have been selected that are compatible with the territory and have already obtained support from the evaluation committee set up for this site.

The tender process consists of different phases:  

 

First phase - Request for non-binding proposals

All interested parties must submit their expression of interest using the form available in the Documentation section, proposing the implementation of a project. This may refer to the entire site or part of it.

Interested parties can consult all the information available on this website to prepare the project summary.

The expression of interest was delivered until March 26, 2021 at 2:00 p.m. (CET) by sending it to email address: planfuture@endesa.es. The expression of interest and any annexes must be signed.

Sending the expression of interest to the specified email address will be considered as full acceptance of all the conditions included in the  document procedure for requesting expressions of interest included in the Documentation section.

 

Second phase - Binding proposals

The projects short-listed after this first phase will receive an invitation letter to continue to the second phase, in which they must submit a binding proposal for the full project, covering the social, occupational and environmental impact, divided into three envelopes (1 Project Proposal ; 2. Commitment Contract and 3. Financial proposal).

The pre-selection process will take place without interruption once the Expression of Interest has been submitted. The second phase of the process includes the 'due diligence', the inspection of the site and the offer on the transaction proposed by the interested party according to their project.

Finally, an evaluation board comprising different public administrations, the University of Almería, and Endesa, will analyse the social and sustainability suitability of the proposals submitted (that pass the second phase). This objective of this body will be to assess the adequacy of the projects with regard to the needs of the area, their business viability and their ability to generate employment.

The process will culminate in the selection of valid projects and the signing of agreements with the developers.

 

Access to public financing

Re-industrialisation projects in municipalities affected by the closure of thermal power plants benefit from aid and incentives in addition to those usually available at local, regional and European levels.

There are different aids and plans currently offered by state and regional administrations through various Ministries and Councils, as well as European plans.
