The initiative welcomes any private individual residing in Islas Baleares who meets certain minimum requirements; and can cover up to 60% of the investment, depending on the type of installation and the funding brackets applied.
The grant is awarded on a first-come, first-served basis. This means that although the official deadline extends to 30 April 2026, actual access to the funds will depend on the rate of applications, meaning the budget could run out sooner.
What is FOTOPAR 2026 and who finances it
The FOTOPAR 2026 programme is a strategic initiative of the Government of Illes Balears, managed through the Directorate General for the Circular Economy, Energy Transition and Climate Change. Furthermore, it is co-financed by the European Regional Development Fund (ERDF) within the 2021–2027 period.
Its objective is to accelerate the transition towards a self-sufficient energy model, reducing the islands' external dependence and promoting self-consumption through renewable energies. To this end, a total budget of €4 million has been allocated, spread between the 2026 and 2027 calls. It is important to note that if the entire allocated funding is not exhausted in the current year, the remainder will be automatically transferred to the next.
FOTOPAR 2025 distributed more than €3.4 million among individuals
The previous edition of FOTOPAR was a resounding success among the residents of the islands. In 2025, the programme distributed more than €3.4 million among individuals, with a very high concentration of applications in Mallorca (579), followed by Menorca, Ibiza and Formentera.
Who can apply for it (requirements)
FOTOPAR 2026 is designed specifically to help private individuals with an address in Islas Baleares. This includes both private citizens and self-employed individuals.
For private individuals, that is, those who do not carry out any economic activity in the place where the installation is located, the grant is direct and is not subject to limits from previous grants of any other kind.
Specific requirements for self-employed professionals
Those who do carry out an economic activity in the property must be registered as self-employed in the AEAT Census of Entrepreneurs, Professionals and Withholders. In this case, the sum of the public aid received by the beneficiary cannot exceed €300,000 over a cumulative period of three years, since the aid is subject to the de minimis scheme.
How much the grant covers: amounts and limits
FOTOPAR 2026 works through fixed funding brackets per unit of power or installed capacity:
| Type of Installation | Grant amount | Maximum concession |
|---|---|---|
| Individual solar photovoltaic energy | €600/kWp | Up to 5 kWp = €3,000 |
| Collective solar photovoltaic energy | €700/kWp | Up to 5 kWp = €3,550 |
| Storage (batteries) | €420/kWh | Up to 30 kWh = €12,600 |
Here is an example to make things clearer: imagine a detached house that installs a 5 kWp system with a 10 kWh battery. The grant would work like this:
- For the panels: 5 kWp x €600 = €3,000.
- For the battery: 10 kWh x €420 = €4,200.
- Total indicative amount: €7,200 grant.
It is important to remember that if the installation is larger (for example, 8 kWp), only the first 5 kWp of photovoltaic power will be subsidised. The same applies to the first 30 kWh of storage. Additionally, the batteries must be lithium-ion and new.
Documentation and how to apply step by step
Submitting your application is very simple. All you have to do is access the grant file at the Government's Electronic Office (SIA code: 3234300) and attach the documentation via the 'Access to the remote procedure' button.
Before starting, you will need to have your digital certificate, electronic DNI or Cl@ve Permanente and gather the necessary documentation:
- Application (official form 1).
- Technical report (official form 2).
- Photocopy of the applicant's NIF, if you do not authorise the government to look it up.
- Document accrediting the legality of the location of the installation for isolated installations.
- Official form 3 and the requested quotes (for works amounting to more than €40,000).
- Certificate of registration in the Census of entrepreneurs, professionals and withholders, for private individuals with economic activity.
- De minimis declaration for private individuals with economic activity in the place of the action.
- For grants of more than €3,000, certificates of being up to date with tax obligations (CAIB, AEAT) and Social Security, if you do not authorise the government to look it up.
- Other documentation.
Resolution and execution
The maximum period for resolution and notification is six months. Once granted, the beneficiary has a maximum period of 4 months to carry out the work.
All actions must be completed and justified before 31 October 2026, providing invoices, proof of payment and photographic evidence of the installation.
Combine it with these other grants and deductions
- Regional Personal Income Tax (IRPF) deduction (50%): In Islas Baleares, it is possible to deduct 50% of the amount of investments in the sustainability of your main residence on your tax return. The maximum limit of the deduction base is €10,000 per tax period, and requires an improvement of at least one level in the home's energy efficiency rating.
- IBI rebate: The IBI is the Property Tax (Impuesto sobre Bienes Inmuebles) that you pay every year for your home. Many town halls in Islas Baleares offer rebates on this tax following the installation of solar panels.
- ICIO rebate: The Tax on Construction, Installations and Works (Impuesto sobre Construcciones, Instalaciones y Obras) is paid when you carry out the work (when installing the panels). It can also be reduced depending on the municipal ordinance of each locality. It provides an immediate discount when you carry out the installation and is usually relatively easy to obtain.
FAQ
Can I apply if I already have panels?
The FOTOPAR 2026 grant is intended for new installations or capacity upgrades of existing systems. However, batteries added to solar installations that were already operational previously are not subsidised; storage is only eligible for a grant if it forms part of a new photovoltaic generation project.
And if I am self-employed?
Self-employed professionals can apply for the grant, but must provide the certificate of registration in the census of entrepreneurs and a declaration of de minimis aid to ensure that they do not exceed the legal limits for accumulated grants.
What happens if the funds run out before 30 April?
The funds are allocated on a first-come, first-served basis. If the budget of €4 million (€2 million for this call) runs out before the closing date, no more grants will be awarded.
Can I install micro-wind energy?
Yes, the FOTOPAR 2026 call also includes the promotion of micro-wind energy with a power limit of up to 5 kW. The processing conditions and deadlines are identical to those for solar photovoltaic energy.
