For certain home-based medical treatments, the use of an electrically powered device is absolutely necessary. Among these devices are dialysis machines or ventilators.
People in this condition have the right to demand that their electricity supply is not cut off even if their bills go unpaid. Their supply will remain uninterrupted if their domestic installation exceeds their contracted power. This means they should never ‘blow their fuses.’
What documents must be submitted?
They must present a stamped and signed medical certificate from a doctor confirming the need for an uninterrupted electricity supply.
The doctor signing the certificate must state, in accordance with Article 52.4 of Law 24/2013 of 26 December on the electricity sector, that the patient has been prescribed the use of a device that cannot function without electricity.
This certificate is valid for 1 year from its date of issue. If the need persists after this year, it must be renewed and resubmitted.
From March 2025, this certificate will be valid for 2 years from its date of issue.

Who must request it?
The holder of the supply contract.
An authorised person who must submit the corresponding authorisation.
If the person affected is not the contract holder, proof must be provided that the habitual residence of the person submitting the request is the address for which the application is made. To do so, one of the following must be presented:
A certificate from the town hall.
Certificate of residence.
A copy of the national ID showing the address of the applicant’s residence.

What does it mean to be registered as electricity-dependent?
- We will not request a power outage from the distributor for non-payment. If your electricity-dependent request is approved, your power will never be cut off due to non-payment.
- However, any debt accrued must still be paid. Being registered as electricity-dependent does not make you exempt from paying your debt. Any unpaid amount will remain pending under standard conditions.
Scenarios that may interrupt your power supply
It’s important to note that there are two situations in which your power supply may be interrupted:
- Scheduled outage: your distributor will leave a notice at your front door at least 24 hours in advance, so you can take the necessary precautions. If you are subscribed to the SMS notification service of your distribution company, you will also receive it via SMS.
- Unexpected outage due to external causes: the supply may be interrupted due to issues in the power grid or for reasons beyond the distributor’s control. In this case, contact your distributor immediately by calling the ‘Distributor failures’ number on your bill.
In either case, we recommend that you contact your medical centre or hospital to learn how to handle these situations. You can also inquire as to whether an uninterruptible power supply (UPS) system is available to you.
