The town of Andorra in Teruel has become the first village to feature pictorial signage in Aragon thanks to the Creating Shared Value (CSV) plan that Endesa applies in the construction of its renewable energy facilities. The project is one of the initiatives of social interest included in the Socioeconomic Plan of the Mudéjar Just Transition Hub project, of Enel Green Power España, Endesa's renewable energies subsidiary.
Thanks to the CSV plan that Endesa is applying in the project, more than 200 public buildings, shops, unique buildings and monuments now have identifying pictograms, so that people with functional diversity or with comprehension problems can overcome language barriers by identifying places in a simple and visual way. This is the second village featuring pictorial signage carried out by Endesa within this Corporate Social Responsibility philosophy, the first having been carried out in 2020 in the town of Almargen in Malaga.
The initiative has been carried out by the Teruel Association for the Care of People with Disabilities (ATADI). An inclusive urban development project fully implemented in all its phases by this association, which has covered the design and conceptualisation of the project, the identification of locations and dialogue with local businesses, and the manufacture and installation of the pictograms.

The direct beneficiaries will be people with disabilities from ATADI and the Gloria Fuertes School.
The Pictogramme of the municipality of Andorra is a project whose objective is to contribute to the full inclusion of people with intellectual disabilities through the elimination of barriers in social environments that improve their cognitive and communicative accessibility.
Other initiatives
But this has not been the only initiative that Endesa has launched in this town. In 2023, Endesa began training courses at the Rural School for Sustainable Energy, the core of Endesa's Future Plan for Andorra.
Endesa's training programme is one of the fundamental pillars of its socio-economic plan for the Mudéjar Just Transition Hub and includes a training programme in force until November 2025 related to the activity that will be generated by renewable plants.
There will be 5,000 beneficiaries and priority will be given to the most vulnerable groups such as young people, women, the unemployed, people with disabilities and people included in the Just Transition Market. The objective of the training programme is to increase trust, attachment to the local community and the employability of workers in the area and is one of the measures designed to create shared value contemplated in Endesa's Future plan.
The training plan consists of an initial block in renewable energies, which will involve a number of courses, for solar panel assembly, the operation and maintenance of renewable installations and the installation of solar power for self-consumption. The courses will be given by ECODEMY, CIRCE and SOLTEC.
A second block of training in activities for the primary sector will be organised in collaboration with benchmark entities in the area such as AFAMMER (Association of Families and Women in the Rural Environment), ASAJA (Association of Young Agricultural Workers) APADRINA UN OLIVO (Sponsor an olive tree), Juan XXIII Foundation and ATADI for people with disabilities. More than 30 training modules have been defined, ranging from drone piloting, truffle cultivation, organic farming, aromatics, e-commerce to beekeeping.
And a third block dedicated to training in Biodiversity: Environmental coordination in renewable energies, environmental coordination in the procedure for environmental impact assessment for projects and development of environmental monitoring in the construction of wind farms, photovoltaic solar plants and evacuation infrastructures. The courses will be given by LINUM and CRN Ambiental San Blas.
Improving people's employability
The objective of the plan is to improve the employability and requalification of people in the surrounding area in activities with high potential for employment. One of the great benefits of this training is that all students will become part of the Escuela Rural Employment Exchange, which will give priority access to jobs related to the Endesa project in Andorra, both the renewable project and the different initiatives included in the social-economic plan.
It involves high-quality training, given by benchmark entities and totally free of charge for students who will be taught in five different locations to make it more accessible to just transition municipalities.
The courses are designed to be practical and of short duration to accommodate both employed and unemployed individuals.
Renewable development
The thermal power plant in Teruel (Andorra) was in operation for more than four decades and created a deep-rooted bond with the surrounding area. Once Endesa requested the closure of the plant in 2019, the dismantling process began with a plan for the future of the region that included the implementation of new industry and the development of new power, in this case, renewable.
The renewable development proposed by Endesa for Andorra does not only involve the construction of new wind and solar capacity but also the hybridisation of these projects and storage with two battery plants, which makes them unique since they will make it possible to get the most out of these technologies, with higher quality and energy security and a balanced service by producing as many hours as possible. The new renewable plants (7 wind and 7 photovoltaic) will be located in Albalate del Arzobispo, Híjar, Samper de Calanda, Castelnou, Andorra, Calanda, Alcañiz, La Puebla de Híjar, Jatiel, and Alcorisa.
In addition to these projects, there will also be a 15 MW electrolyser that will enable surplus renewable energy to be managed for the production of green hydrogen to help decarbonise industries in the surrounding area, the construction of an electrolyser factory, and a synchronous compensator that will enable this renewable energy to be discharged more frequently to improve the performance of the electricity transport grid.
Through its renewable subsidiary Enel Green Power España, Endesa will invest more than €1.7 billion in the construction of these installations, and together with the social-economic plan, will generate more than 6,300 jobs in total, of which more than 370 will be directly linked to the renewable project. Other stable long-term jobs will be added to these once the entire social-economic development plan has been deployed. All this brings to 500 the number of permanent and long-term jobs that this plan by Endesa and its 30 partners will generate by 2028, which means far exceeding the direct and indirect jobs generated by the thermal power plant. These renewable initiatives will involve one more hybridisation; this time with the primary, secondary and tertiary sectors through a series of unique projects to enable the installation of companies and the use of the territory's indigenous resources under agreements with various local entities.
