- The agreement has been signed by the CEO of Bankinter, María Dolores Dancausa; the CEO of Endesa, José Bogas; and the CEO of OHLA, Jose Antonio Fernández Gallar.
- They have entered into an alliance to develop a "turnkey" solution for the rehabilitation of homes with a view to making them more energy efficient and facilitating access to the Next Generation European Funds.
- Together, Endesa X and OHLA, will assume the figure of "Rehabilitation Agent" and jointly undertake feasibility studies to offer the community the ideal solution from the perspective of energy installations, building with sustainability criteria, energy savings and subsidies. In turn, Bankinter will offer the necessary financing to undertake the energy rehabilitation of these residential buildings until the Next Generation European Funds arrive.
- The Spanish Government's commitment to the rehabilitation of housing and urban regeneration is ambitious, as this area has been dedicated the second largest volume of funds from the European funds. Using these 6,820 million euros, subsidies can be provided for between 40% and 80% of the total amount of the rehabilitation work, depending on energy savings.
Endesa, through Endesa X, Bankinter and OHLA have entered into a partnership to launch a "turnkey" solution that encompasses the design, construction of works and the provision of efficient technology, as well as the processing of subsidies to allow homeowners' associations to tackle the energy rehabilitation of their properties as best as possible in addition to facilitating access to subsidies as part of the Next Generation EU recovery funds. It is estimated that, on average, between 30% and 60% of energy consumption can be saved.
Together, Endesa X and OHLA, will assume the figure of "Rehabilitation Agent" and jointly undertake feasibility studies to offer the community the ideal solution from the perspective of energy installations, construction, energy savings and subsidies. And Bankinter will manage the necessary financing to undertake the energy rehabilitation of these residential buildings until the Next Generation funds arrive funds. Homeowners' associations will be able to immediately access the necessary financing to undertake these improvements, which in addition to offering environmental advantages will provide significant savings in terms of energy consumption, with a product adapted to the needs of each association, under very attractive market conditions.
This partnership represents a firm step forward for OHLA, Bankinter and Endesa in their commitment to building more sustainable cities. Under this agreement, urban development and regeneration will be promoted, as part of a commitment to more inclusive, safe, resilient and sustainable spaces, as required under Goal 11 of the Sustainable Development Goals approved by the UN in 2015.

Its offer focuses mainly on three areas: energy efficiency solutions to reduce consumption; digital monitoring, optimisation and energy management systems; and clean energy production systems. OHLA has accumulated more than 110 years of know-how rehabilitating residential buildings, promoting the reduction of energy expenditure and well-being in homes. The company will contribute its experience in sustainable construction, where it sets the benchmark using sustainability criteria through the application of techniques and processes based on innovation, the usability of infrastructures and the contribution of well-being to citizens.
Financing, provided by Bankinter, will be coordinated in the form of a loan for the sum of up to one million euros, over a maximum term of 12 years, which will not require that the holder open an account at the bank or take out other additional products and can be formally arranged with the digital signature of the representative of the homeowners' association. It is, in short, a simple process, that is 100% online, with no affiliation required, as part of which the amount is available in the bank account of the homeowners' association in less than 72 hours. It represents a cultural shift in the usual dynamics of homeowners' associations, replacing unpopular communal repair charges with flexible and long-term financing.
Energy efficiency and emissions savings
One of the main causes of climate change is the excessive amount of energy consumed by our buildings. In cities, the residential sector accounts for 18% of the country's total energy consumption. In fact, the Government's ambitious commitment accounts for the second largest volume of funds from the new European funds. The Housing Rehabilitation and Urban Regeneration Plan has been allocated approximately 6,820 million euros, with which it will be possible to subsidise between 40% and 80% of the total value of rehabilitation work, depending on energy savings.
The energy rehabilitation of homes is essential in Spain achieving its decarbonisation goals, as currently they are responsible for 8% of Spain's total emissions and furthermore, according to data from the National Statistics Institute and the Ministry of Development, Spain's houses are very old: the average age of houses is more than forty years and they do not meet energy saving and thermal insulation standards. There are 25.7 million residential buildings in Spain, of which around 19 million are primary residences. However, more than half of these date to before 1980, when the initial regulations including mandatory thermal insulation measures in buildings were first approved.
