Access tariffs (or tolls) are a part of your gas bill. Their purpose is to finance the maintenance of the piped natural gas network and in 2021 they will undergo some changes. We will explain it for you.
How do the new tariffs affect you?
From 1 October 2021, the Government will apply changes in access tariffs to encourage more efficient and responsible consumption. These are the 2 changes that will affect you the most:
One of the most significant changes from 1 October 2021 affects access tariff 3.2.
This tariff grouped together all users with an annual gas consumption between 5,000 and 50,000 kWh. With the new regulation, this tariff is subdivided into two new tariff groups:
RL.2 for annual consumptions between 5,000 kWh and 15,000 kWh
RL.3 for annual consumptions between 15,000 kWh and 50,000 kWh
Another important change affects the access tariff or toll 3.3, which was applied to annual consumptions of up to 100,000 kWh. This has become the new RL.4 tariff, for annual consumptions between 50,000 kWh and 300,000 kWh.
The new tariffs, fees and charges for gas, approved by the Spanish Markets and Competition Commission and by RD 1184/2020, represent the regulated part of the terms that appear on the invoice, and are intended to cover different concepts that we detail below: Circular 6/2020 of July 22
Here are details of all the sections included in these gas tariffs:
1. Access tariff to local transport and network networks: These cover all the costs for the piping system, gas pipelines and external connections.
2. Access fees to gas storage: They cover the costs for underground tanks to ensure a constant supply of gas to users.
3. Access tariff to regasification facilities: a certain part of the gas consumed is transported in a liquid state (LNG, Liquefied Natural Gas). Before entering the transport network it is necessary for a plant to transform it back into gas in a safe and controlled way, and this infrastructure is what this tariff pays for.
4. System charges: These pay for regulated costs for the system other than those relating to the use of gas installations.
