What is a Last Resort Retailer or LRR?
A Last Resort Retailer (LRR) is an electricity and/or gas retailer who can offer regulated tariffs, in accordance with Spanish Law. It can also be denominated a Reference Retailer.
Here is a quick reminder of the two electricity markets existing in Spain:
- Regulated market: this corresponds to the Voluntary Price for Small Consumers or “PVPC”. It requires a contracted power equal to or less 10 kW. The price is regulated by the Government. This is where LRRs provide services.
- Deregulated market: each retailer offers its own tariffs to its clients.
In 2019, the Spanish Securities Market Commision (CNMC) made it obligatory for retailers operating in both markets (regulated and deregulated) to give a different name to each one to avoid confusing consumers. That is why there are retailers who use different names, one for each market, when they are in fact the same company.
There are 8 LRRs providing service throughout Spain, on the mainland and in the islands, as well as 2 additional LRRs specifically serving the autonomous cities of Ceuta and Melilla.
What is the difference between a reference retailer and a last resort retailer?
As we have seen, an LRR and a reference retailer is the same type of company. They have certain characteristics that differentiate them from a retailer on the deregulated market. We will take a look, for example, at the products they offer their users:
1. PVPC tariff
As this is a tariff established by the Government, an LRR is not permitted to contract for powers exceeding 10 kW. An LRR is also not permitted to offer discounts or promotions. Finally, it is not permitted to impose contractual conditions such as minimum duration.
This tariff operates by applying 24 different prices per kWh, one for each hour of the day. These are known 24 hours in advance (at 8.15pm on the day before) and they are published on the Spanish Electricity Network. The prices include the cost of producing electricity, access tolls for the network and charges, as well as the costs for retailing, which include operation costs and remuneration for the activity (to benefit the LRR).
2. Fixed quota Tariff
This is a yearly plan at a fixed quota for clients who do not want the PVPC. The prices need to be approved by the CNMC and are valid for one year. Contracts need to have a duration of one year, so if clients cancel before this time a penalty will be imposed. It may not be contracted if the power exceeds 10 kW and it is incompatible with the Social Bonus.
3. Social Bonus
The LRRs are responsible for offering the Social Bonus to those clients who meet the conditions for application included in the Law, providing they have contracted electricity in the PVPC mode. If they meet the requirements for the Social Bonus for Electricity, then then the Social Bonus for Heating should also be applied.
4. Last Resort Tariff for Gas Tariff
LRRs are also responsible for offering the Regulated Last Resort Tariff for Gas, also known as LRT. Just as with the PVPC, this is a tariff regulated by the Government: The price of gas is the same for all LRRs and is updated quarterly by the Government. To be able to access this tariff, consumption should be equal to or less than 4 busbars and annual consumption should be less than 50,000 kWh.
To contract the regulated gas tariff (LRT) you need to contact any of the last resort retailers. The last resort retailer for the Endesa group is Endesa Energía XXI.
What are the requirements for contracting?
1. PVPC Tariffs
Contracted power should be less than 10 kW. Contract the LRR you prefer and request your tariff in two or three steps. You will need the corresponding documentation (ID nº, bank account nº for direct debits, CUPS).
2. Fixed quota Tariff
Just as with the PVPC tariff, contracted power should be less than 10 kW. You should also contact the LRR you prefer. The documentation required is the same as for the above case.
3. Social Bonus
You need to have contracted a PVPC tariff with your LRR. If you meet the requirements, contact an LRR, provide the corresponding documentation that shows you are eligible and make the request.
4. LRT trariff for gas gas
If your annual consumption is less than 50,000 kWh, contact the LRR you prefer and provide the required documentation (ID nº, bank account nº for direct debits, CUPS).
Other recommendations
Always remember that you can contract electricity and gas independently, in other words, you can contract electricity with one LRR and gas with another retailer and vice versa.
If you are not sure which market you are in, all you need to do is check your bill or contact your company. If you are in the deregulated market and wish to change to the regulated market, check to see whether you are subject to a minimum duration or any other other conditions in your contract. If there are no restrictions, just contact the LRR you prefer and request a new contract.
