At some time you may have noticed in your bill that payment for this item has been collected. The reason for this type of charge is very simple: The monthly invoicing for your gas consumption has been based on estimated consumption.
What is estimated gas consumption?
Retailers read their customers' actual consumption on a monthly or bimonthly basis, depending on the contract you have signed. However, if a reading cannot be taken, the company includes a fictitious consumption in your bill by default. This is based on your consumption during the same period in previous years. This is what we call estimated consumption.
Electricity companies have digitalised readings for consumption, making this process immediate, reliable and efficient. However, gas companies may encounter technical difficulties due to the nature of the service, which is why they have to resort to estimated readings.
There are times when the gas meter is located inside the house, so the operator needs a person at home to allow access to the meter, which is not always possible. On other occasions, there may be something wrong the meter, so the reading is not valid.
In the above cases, when a reading for gas consumption cannot be taken, consumption is estimated.
Always remember that a bill based on estimated consumption does not mean that your company is charging you more or less for consumption.
Why is a gas regularisation quota applied?
Because some invoices are issued based on an estimated consumption, and when there is the possibility to read the meter, the amount of energy consumed can be securely verified. The regularisation quota represents the difference between estimated consumption and actual consumption.
There are two possibilities:
- That you have consumed less gas than the amount indicated in your estimated consumption: In that case, your company will refund the money equivalent to the difference.
- Or your actual consumption has exceeded the estimated consumption, in which case your gas retailer will charge you a regularisation quota.
How can you make it easier to provide an actual reading of gas consumption?
When the person responsible for the reading cannot gain access to the meter, he/she should leave a notice confirming that a reading was not possible, this notification should include a contact e-mail, website or telephone where the client is able to provide the company with the data regarding consumption.
The notification should also indicate the period available to the customer to communicate the data. If the company does not receive the actual data within that period, an estimated consumption will be invoiced. If more than two months elapses and no real reading has been obtained, the retailer will issue an invoice based on estimated consumption.
What happens if the gas meter is damaged?
In this case, the retailer should prepare a complementary invoice. The consumption invoiced may be higher than what it really is: In this case, the amount corresponding to the difference will be refunded to the customer. If this is not the case and the estimated consumption is less than real consumption, the company will charge the customer for the difference.
The Law contemplates the possibility that the meter may be damaged, but also that readings may be manipulated. In both cases there will be re-invoicing.
How can I avoid the gas consumption regularisation quota?
There are two ways to avoid receiving regularisation quotas on your gas bill.
1. You can send the data to your retailer yourself.
To do this, you will need to identify your contract number (it usually appears in the header on your invoices), take the meter reading yourself with the corresponding date and send the data to the company. It is important to send it before your invoicing period expires.

2. Opt for a flat-rate gas tariff
