Plant dismantling
The Teruel (Andorra) thermal power plant, built between 1974 and 1979, was operational for more than four decades, establishing strong ties with the local area. It was built to make extensive use of black lignite from mines located in the Teruel mining basin, mixed with imported coal.
The plant's dismantling process ended in August 2024, during which the hiring of local personnel was prioritised, with over 30% local employment for the works.
Andorra Just Transition tender (Mudéjar Node)
In November 2022, through our renewable subsidiary, Enel Green Power España, we were awarded the Andorra just transition tender issued by the Ministry for the Ecological Transition and the Demographic Challenge.
The submitted Plan, which combines new renewable capacity with a unique hybridisation of technologies, green hydrogen projects, and a synchronous condenser, has been praised for being accompanied by a socio-economic development plan.
Following the cessation of activity at the thermal power plant and coal-fired energy production, Endesa has already commissioned 117 MW of renewable generation within the perimeter of the thermal power plant, to which it plans to add a further 406 MW resulting from the Environmental Impact Statement granted by the Ministry for the Ecological Transition to the Just Transition project.
Renewable energy project
The 406 MW of additional renewable development includes solar photovoltaic, wind energy, and batteries, in addition to a synchronous condenser.
The new renewable plants will be located in Híjar, Samper de Calanda, La Puebla de Híjar, Jatiel, Alcañiz, and Alcorisa.
The industrial plan
The renewable development is accompanied by an industrial plan involving companies with which agreements have been reached to develop their manufacturing activities.
Development of a biomass heating woodchip processing plant. The company Maestrazgo Els Ports will use the warehouse as a logistical storage facility for materials resulting from the forest clearing and cleaning of our own renewable plants.
Ariño Spa. Expansion of this centre, which will add value to the municipality and boost the local economy. This measure will enable the creation of permanent jobs and will serve as a tourist attraction for the region.
Development of a photovoltaic panel recycling plant, to recover silver, silicon, glass, copper, and aluminium, located in La Puebla de Híjar and developed together with ROSI Energy Iberia.
In addition to all this, we have also proposed the development of shared self-consumption in 14 of the municipalities within the just transition agreement. Self-consumption plants have been installed in different municipal locations in these towns, promoting their autonomy and energy efficiency, benefiting 4,280 users.
The training plan
Creation of the Rural School of Sustainable Energy, which includes the training programme that has been developed over a 3-year period, providing training related to the installation, operation, and maintenance of renewable energy plants. This training programme is aimed at improving the employability of residents in the just transition municipalities through professional reskilling in the field of renewable energies, contributing to the Just Transition Strategy's goal of creating economic activity and employment in the areas affected by the closures of coal-fired thermal power plants, optimising the positive impacts of the ecological transition and minimising the negative ones.
This training programme has been delivered by leading organisations, and in collaboration with INAEM and City Councils to prioritise unemployed people.
Support plan: biodiversity and inclusion
Rural apitourism: we will install apiaries at the solar plants built in the area surrounding the project. As well as supporting beekeeping, due to the importance of bees for biodiversity conservation, it will contribute to the sustainable development of the local community. In collaboration with two local beekeepers: Luas Miel and La Cerrada.
Agrivoltaics: cultivating different plant species under the solar panels. An initiative that Enel Green Power España has been developing with great success at some of its renewable facilities. Agreement with Natur Nature for the cultivation of aromatic plants.
Sheep grazing: local shepherds will bring their flocks to carry out natural clearing tasks at the facilities in order to make industrial and rural activities compatible.
These sheep will coexist with a 20-hectare protected flora micro-reserve, which aims to protect rare, endemic, or threatened botanical species. The project has been identified as an opportunity to contribute to the fight against the loss of biological diversity, as reflected in the Aragonese Biodiversity Strategy and Natura 2000 network.
Protection of 150 olive trees: located in the area surrounding the Andorra thermal power plant. Together with ATADI, a leading institution in the area in the field of disability and a special employment centre, we are going to develop the Inclusive Olive Grove and Nursery project, which aims not only to maintain these species, but to plant quince trees on the adjoining arable land.
From the Solar Orchard to the Table: Development of an olive oil production and sales activity by recovering more than 50,000 abandoned olive trees in the mining basins, and the production of preserved vegetable garden products using the oil produced. This project will not only create employment in the rural environment, but it will also revitalise a sector that was in decline in the area. In collaboration with the Apadrina un Olivo (Sponsor an Olive Tree) association.
Inclusive 'pictovillage': installation of a series of pictograms in the urban centre of Andorra. This action will make Andorra the first pictovillage in Aragon and the third in Spain. It will be carried out in collaboration with Andorra City Council, with ATADI and the Gloria Fuertes Special Education School as direct beneficiaries.
Green mile of the energy transition: a signposted route with panels for hikers on the perimeter of the plant, connecting renewable facilities and primary sector initiatives, with the involvement of a local guide and the inclusion of tastings of local trade products.
The Val de Zafán Route: improvement and conditioning of the Val de Zafán railway line as a greenway through the installation of a photovoltaic kit on the Torica Bridge to achieve efficient lighting throughout the La Mina Tunnel. In collaboration with Puebla de Híjar City Council.
